UL 2941

UL 2941 is the first cybersecurity Standard dedicated to distributed energy resources (DER) and inverter-based resources (IBR). Published by UL Standards & Engagement and developed in cooperation with the U.S. Department of Energy's National Renewable Energy Laboratory (NREL), it establishes testable cybersecurity requirements for energy storage and generation technologies connected to the distribution grid. The Standard was first issued in January 2023 as an Outline of Investigation, and published as a full Standard on 10 December 2025. UL 2941 addresses aggregated risk rather than the risk of a single device. A single compromised inverter has limited impact; a large number of distributed energy resources under hostile control can introduce unanticipated power fluctuations on the grid. It therefore applies to network-connected, software-operated endpoint devices that manage significant energy flows and that collectively affect grid stability — including smart inverters, monitoring and control devices and electric vehicle supply equipment, as well as photovoltaic inverters, EV chargers, wind turbines and fuel cells. Certification under UL 2941 is offered at two levels. Basic certification covers the essential cybersecurity features required for certification. Advanced certification covers additional features that improve cybersecurity and interoperability, and aligns with IEEE and IEC requirements. Testing covers access control and authentication, cryptography and data protection, security management and risk mitigation, logging and monitoring, product management and secure updates, and physical anti-tamper protection. UL 2941 complements UL 1741 by adding a security layer to the electrical safety and interconnection evaluation. Sungrow products are developed under a risk-based secure development lifecycle aligned with IEC 62443-4-1.
